The Planning, Research and Statistics Department serves as the coordination hub for the general and strategic planning of the Ministry's programmes, plans, projects, policy initiatives, research, data collection and management as well as inter-agency linkages. The Department also carries out the mandate of monitoring and evaluation of these activities.

The Department operates a two Divisional Structure. These are:

  • Planning Division
  • Research & Statistics Division
 

FUNCTIONS

A. Planning Division

  • Initiating, proposing, implementing and reviewing Policies in the Aviation Sector;
  • Planning and coordinating the Ministry’s activities;
  • Monitoring and Evaluation of Capital Projects of the Ministry and Agencies;
  • Participating in Joint Commission Meetings, Bilateral/Multilateral Discussions;
  • Coordination of all Federal Executive Council Matters;
  • Collation and Evaluation of Annual work plans of Departments and Agencies in the Aviation Sector;
  • Relations with other MDAs; and
  • Interface with all Agencies under the supervision of the Ministry on plans, programmes, budget implementation, and project issues.

B. Research and Statistics Division

  • B1. Research Branch
  • Conducting research on matters relating to the Aviation Industry;

  • Regular dissemination of Aviation Statistical information to data consumers;
  • Coordination, compilation and dissemination of Annual Reports of the Ministry;
  • Ascertaining thorough research the compliance of aviation industry in Nigeria to international standards and practices;
  • Steering the Implementation of the provisions of the FOI Act.
  • B2. Statistics Branch
  • Collection of Air traffic data on passengers, aircraft frequencies, cargo, and mail movements;
  • Collection, analysis, and harmonization of traffic data generated from the Agencies of the Aviation industry;
  • Production of Statistical Reports/Progress Reports;
  • Planning and organising statistical surveys/programmes.
  • B3. Library Branch
  • Selection and acquisition of information resources and materials (print, non-print, and electronic);
  • Technical services - cataloguing, classification, and indexing of information resources/materials;
  • Readers services - reference, circulation, selective dissemination of information, and current awareness services.
 

ACHIEVEMENTS

  1. The Department carried out the Monitoring and Evaluation of capital projects executed by the Departments and Agencies of the Ministry.
  2. Participated in the quarterly Monitoring of Federal Executive Council’s decision in collaboration with Special Duties Office.
  3. The Department participated in the review of the 1st National Implementation Plan (NIP) of NV 20-20-20.
  4. Compiled and analysed Aviation Statistical data on passenger, cargo, and aircraft movements.
  5. Embarked on repairs work, updating, and installation of necessary software in the Ministry’s Computer Systems.
  6. Participated in the Implementation Committee on FOI Act.
  7. Provided relevant information resources to users.
  8. Submitted the Annual Score Cards for the Aviation Sector to the National Planning Commission (NPC).
  9. Published the 2011 and 2012 Annual Reports online.
  10. Upgraded the Ministry’s Digital Centre.
  11. Successfully harmonized Aviation traffic data.
